City Manager
The City of Toppenish is a Council-Manager form of government. The seven Council members, elected by the citizens, hire the City Manager, who serves as the chief executive officer for the City. The City Manager's office provides general management services to the overall operation of the city. As the chief executive officer of the city, the City Manager sees that all policies set by the City Council are carried out. The City Manager hires personnel, enforces city laws, prepares the annual budget, and supervises the City's daily operations. The six Department Managers (Community Television, Finance, Fire, Parks and Recreation, Police, and Public Works), Building Official/City Planner, and Executive Assistant report directly to the City Manager. Boards, Commissions, and Committees
Toppenish City government is enhanced by the citizen volunteers who serve on its boards, commissions, and committees. Some of these boards function in an advisory capacity to the City Council on selected community issues, while others have authority to render binding decisions. From time to time, the City Council also appoints special interim groups to provide recommendations on specific issues.

Cable Regulation Board
The City Manager serves as Cable Communications Officer for the Cable Regulation Board, pursuant to the franchise ordinances of the MidValley cities Granger, Toppenish, Wapato, and Zillah. The City Manager's office provides administrative and secretarial support services to the Board, carrying out the day-to-day business of administering the franchise.

The Cable TV Communications Fund is established for the purpose of administering the joint Cable TV franchises of Granger, Toppenish, Wapato and Zillah and providing community access television within these communities. Tourism Development
The City Manager's Office provides staff support and direction for the City of Toppenish Tourism Fund Advisory Committee (TFAC) and the Lodging Tax Advisory Committee (LTAC). Both committees represent various businesses, hotels, and residents that make recommendations to the City Council on how to best utilize tourism development dollars to market Toppenish and increase economic development.
